How we were born
1860
The first Public Assistance Societies were born, as voluntary, lay and free associations with the purpose of serving anyone who expresses a need. Their roots can be found in the Workers’ Mutual Aid Societies, which have been active since the middle of the century.

1908
IV Congress of Spoleto. The National Federation of Public Assistance and Public Relief Societies is born.
1930
Royal Decree 84. All public assistance is dissolved and assets and responsibilities related to relief are transferred to the Red Cross.
1946
Milazzo Congress. First national congress after the war.
1976
Establishment of the Emilia-Romagna Regional Union of Public Assistants.
1978
Sarzana Congress. Law 833 established the national health care system, recognizing for the first time the active role of volunteers in protecting the right to health. At the same time, the National Federation is being renewed in image and proposals.
1987
Lerici Congress. A new national statute is drafted and the name is changed, ANPAS is born

How Anpas Emilia Romagna was born

Public Assistance Societies are associative realities born in the mid-19th century on the impetus of Risorgimento ideals.
The first saw the light between Tuscany and Liguria, as associations with a secular and democratic imprint, moved by ideals of solidarity and brotherhood, and active in various fields: rescue, support for the weak, disaster relief, and the dissemination of civil and health education.
The Public Assistance Societies developed rapidly, and already at the turn of the century there was a need for national coordination.
The National Federation of Public Assistance and Public Relief Societies was formed in Spoleto in 1904. After having constituted valuable elements in the military health corps during World War I, the Public Assistance Societies were almost all disbanded by the Fascist regime, only to be reconstituted after World War II.
In 1946, the first congress after the Liberation was held in Milan, and a new course was set in motion.
In 1987 ANPAS (National Association of Public Assistance) was born at the Lerici congress.
ANPAS Emilia Romagna was born in 1970 and formed into a Regional Union in 1976. In 1990 the national council resolved the constitutions of the Regional Sections, and in 1999 with the new national bylaws the Regional Committees with their own bylaws were born.
